UK Local Authorities Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a latest poll of municipal councils, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for second-tier cities in the UK reported that 60% of councils are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling playing fields and land to support their finances, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of authorities attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the majority (60%) of local leaders stated they would focus on restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in Kent announced its property management strategy included the sale of a retail complex in a local town and a social club in Rochester to generate £20m over five years.

  • A local golf course and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Council Tax Increases and Wider Financial Strains

This research of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to increase council taxes next spring to address the rising cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council said it will press ahead with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to achieve both improved services and financial savings,” said a council leader.

He continued: “There are demographic pressures which will persist to add to the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Forecasts

Research of regional authorities recently also found local finances being strained by the growing number of children and adults requiring special educational assistance.

The County Councils Network projected that council deficits will hit £4.4bn a year by 2029, as they struggle to cope with increased demand.

Ministers have delayed scheduled changes to the Send system until the coming year after a policy document setting out those reforms has been postponed.

Disadvantage and Financial Shortfalls

According to the latest indices of deprivation (IMD) for UK local authorities, many participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the 2025 deprivation indices,” noted the study.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The figures highlights the extent of difficulties facing local leaders across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and responds to the actual extent of deprivation and demand,” said a council leader.

“Without this, councils will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the study found.
